Agreed. He's perfectly willing to use the situation to get a favor from Sleuth, but would have taken some level of action anyway. Which isn't to say he doesn't have three or four scemes going on.

For once I don't think so. That's totally what I thought he was doing, and even further, I'd say he encouraged a view that Peters should be protected. I also think he would have done it without Scarlet Sleuth' prompting. The only catch is that it may have given him some lever on Scarlet Sleuth for later use.
