…Apparently it's a hoax, or a beat-up, as explained here: LINK
Some political group called the “Sex Party”, which is anti-censorship, made a very individual and pejorative interpretation of some censorship decisions on various hardcore porn films that were refused classification. The films in question had titles like “barely legal, just 18” or whatever.
The real issue is that Australian censorship on porn is astoundingly childish and draconian, so much so that the current government wants to censor the entire internet that ALL Australians see. Basically a child protection filter for the WHOLE country. Our government, though left wing, is run by a religious nutjob call Kevin Rud. -_-
He's a conservative in disguise.
Anyway, THAT is WAY more of a bigger issue than the made up thing about the teeny-titties… Which is why the Sexy Party made it up in the first place–> to draw attention to our silly ways :)

The Aussie government thinks that children are the only people who all media products are intended for. People under 15 years of age make up less than 20% of the population here and yet the other 81% of us have to suffer. It is embarrassing. -_-
