When you used the phrase “time warp” I thought that you were showing us a site that archived old renditions of the site, allowing us to see how they used to like. Like this site does.
For example, here's Drunk Duck from 2005
What this Geocities-izer does is that it just reconstructs the current site, by adding new background, fonts and effects, so that it looks amateurish. That's only funny if we pick a very professional site, like The New York Times.

Got a phishing/malware warning on that site when i entered a url in and firefox even blocked it, weird. Oh well not risking it.
