The mayor is one of the most powerful players in the game and one of the hardest to kill. It her responsibility to find out the roles of all the special players and co-ordinate their efforts. In the meantime the Godfather does the same for the Mafia.
Of course if it would ever happen that the Godfather lands the position as the Mayor it's almost game over as long as he/she plays it well.
