The concept for panel 1 is essentially two panels separated by a windshield. Yeah, it's a little weird, but the speech bubbles didn't look right when I left them white. I imagined the lines spoken to be muffled by the glass/car, and this was the only way I could think to capture that visually.
And yes, that should be “more kindly.” Lady cop should arrest him. ;)

The glass effect is cool in panel 1 but I admit I didn't notice it until I read your notes. Maybe bump it up a notch next time? IDK... It could also be that I'm pretty distracted at the moment.

You'd think by now that bad guys would've learned not to work for companies that don't tolerate failure. It should be the first question you ask at interview. "I like the pay, the holiday package and the health benefits. What [i]is[/i] the company policy on failure?"
