Remember that Raidon was not Pepper or Dozer's supervisor. He was in charge of the syndicate's assassins. (That's why Kaida says “my” boss.) However, he has apparently taken on a humanitarian role since his release by helping out other former syndicate members.

roycemarie: Hacker skills can also translate more easily to legitimate/legal careers. ;-)

amanda: Well, Raidon wasn't the boss. He was a boss. (Still, a very good businessman, though. ;-) ) Yuki has suggested, and as we saw in Raidon's flashback, there were quite a few levels (and “departments”) to the organization.
